Instant Runoff Voting -- 2010 General Election
NC Court of Appeals Judge (Wynn Seat)
This race is to fill a vacancy caused by Judge Wynn's appointment to the Federal Judiciary after the Primary Election.
There are 13 candidates filed to fill this seat, 6 of whom are Democrats. Governor Perdue has appointed Judge Cressie Thigpen to fill
the vacancy until the election, and he is one of the candidates for the office.
This will be NC's first use of the IRV (Instant Runoff Voting) ballot in a statewide race. With IRV, you make selections for your 1st,
2nd and 3rd choices, avoiding the need for a separate runoff in the event no candidate receives a majority.

How to participate in Instant Runoff Voting (IRV)
- On your ballot (usually on the back side) all 13 candidates are listed in 3 columns (repeated in each column). Using each column, voters may choose their First, Second, and Third choices by choosing the candidate in the appropriate column.
- At first, only the First Choice votes will be tallied. If a candidate gets more than 50% of the vote, he/she will be the winner.
- If there is no winner in the first count, the top two vote-getters (counting only First Choices) will go to an instant runoff.
- Whichever of those two candidates was ranked highest on the ballot will receive that vote.
- Because Second and Third Choices are only used for the Instant Runoff, there is no advantage to marking the same candidate in multiple columns or to marking a First Choice, but not Second or Third.
